The “GovInt Framework for Working with Informal Caregivers,” developed by the Padre António Vieira Institute (IPAV), presents an integrated model to support informal caregivers, promoting a collaborative and community-based approach.

Main Objectives


1. Recognition and support for informal caregivers: Support those who provide unpaid care to dependent individuals, balancing responsibilities between the family and the government.
2. Implementation of the Informal Caregiver Statute (ECI): Propose tools and strategies to operationalize the ECI, aligning public policies with the needs of caregivers and those receiving care.
3. Integrated Community Intervention Model: Establish a local network that coordinates health services, social security, and community organizations to promote efficient and accessible care.

Document Highlights

Dimensions of Analysis: Examines the roles and rights of informal and formal caregivers and of those receiving care, highlighting the importance of ethical practices and intergenerational solidarity.

Suggestions for Improvement: Recommendations to amend the law, improve communication among agencies, and establish practical support measures, such as respite care for caregivers and ongoing training.

GovInt Methodology: An integrated governance framework to ensure collaboration among public, private, and community entities.
